A car's published towing capacity is a manufacturer limit, but it is not the only figure that matters. Drivers must also stay within the car's gross train weight, axle limits, the caravan's MTPLM and any driving-licence restrictions that apply to the outfit.
The 85% figure is practical matching guidance rather than a legal limit. Less experienced towers are commonly advised to choose a caravan with an MTPLM no greater than roughly 85% of the tow car's kerbweight. Experienced drivers may use a higher ratio, but the outfit must remain within every legal and manufacturer limit.
